What is a good camcorder (or any type of camera) for night vision for tornados? or just something to view severe weather from my balcony?

There is a few that I've looked at which are

this one runs at 169.99 and a ir light can also be added.

Another one that I've looked at is:

this runs at around 230 and has a lower megapixel sensor which to my understanding is better. It also has a ir light that can be attached. my concern is that with either of these cameras that I'm probably not going to see that much and I really don't want to get within 30 feet of a tornado because my camera might get busted:)

I'm wanting to stay in this price range but is this really enough to even see a tornado through nightvision?

Whatever information you give me know i don't hold you liable for the dangers of chasing at night:) Also I'm not liable for what could happen if someone may put themselves in danger from reading this forum.
